Additional (and more flexible) admin notifications

Currently all admins receive notifications about min/max being reached and dropouts. It would be good if admins could choose which notification they do/don't receive. There could also be more notifications to choose from, for example: - When someone pays - When a new member joins the squad - When someone is promoted from reserves (not just when someone drops out) - When someone responds IN very close to the activity start time (not just when someone drops out)
